[SMM Hydrogen Policy Update] Chengdu Municipal Bureau of Economy and Information Technology: Green Electricity Hydrogen Production and Hydrogen Refueling Station Subsidy Projects Open for Application

On October 2, 2025, the Chengdu Municipal Bureau of Economy and Information Technology issued a notice on organizing the application for projects related to Chengdu's advanced energy industry in 2025, introducing multiple subsidy policies for green electricity-based hydrogen production, hydrogen refueling station construction and operation, providing strong support for the development of the hydrogen energy industry, which will have a profound impact on the hydrogen energy industry in Chengdu.

I. High Electricity Subsidies for Green Electricity-Based Hydrogen Production

For water electrolysis hydrogen production enterprises with a design capacity of 500 standard cubic meters per hour or more, an electricity subsidy of 0.15-0.2 yuan/kWh was provided based on the actual electricity consumption for water electrolysis hydrogen production, with an annual subsidy cap not exceeding 20 million yuan. The subsidy was jointly shared by Chengdu municipality and the district (county) where the enterprise is located, with the sharing ratio following the basic subsidy proportion for major municipal industrialisation projects in the respective district (county).

II. Diverse Subsidy Types for Hydrogen Refueling Station Construction

Support for fixed hydrogen refueling station construction subsidies. A one-time subsidy of up to 5 million yuan, covering 30% of the actual investment in the hydrogen refueling section (excluding land costs), was provided for newly built, renovated, or expanded 35MPa fixed hydrogen refueling stations (including comprehensive energy stations with hydrogen refueling functionality) with a daily hydrogen refueling capacity of no less than 500 kg.

Support for temporary hydrogen refueling station construction subsidies. A one-time subsidy of up to 1 million yuan, covering 10% of the actual investment in the hydrogen refueling section (excluding land costs), was provided for newly built 35MPa temporary hydrogen refueling stations with a daily hydrogen refueling capacity of no less than 500 kg, which had been in formal operation for over one year.

Support for subsidies for converting temporary hydrogen refueling stations into fixed stations. After obtaining relevant certificates, temporary hydrogen refueling stations meeting fixed station standards received a one-time differential subsidy based on 30% of the initial actual investment in the hydrogen refueling section (excluding land costs), minus any previously received temporary station construction subsidies, with the total subsidy not exceeding 5 million yuan.

Support for 70MPa hydrogen refueling station construction subsidies. A one-time subsidy of up to 10 million yuan, covering 30% of the actual investment in the hydrogen refueling section (excluding land costs), was provided for newly built, renovated, or expanded 70MPa hydrogen refueling stations with a daily hydrogen refueling capacity of no less than 500 kg.

Support for integrated hydrogen production and refueling station construction subsidies. Eligible demonstration integrated "hydrogen production-refueling" stations received a one-time subsidy of up to 10 million yuan, covering 30% of the actual investment in the hydrogen refueling section (excluding land costs).

III. Phased Implementation of Hydrogen Refueling Station Operation Subsidies

From January 1, 2024, to June 16, 2024, hydrogen refueling stations with a daily refueling capacity of no less than 500 kg and a selling price not exceeding 35 yuan/kg received an operational subsidy of 20 yuan per kg, up to a maximum of 5 million yuan, based on the cumulative hydrogen refueling volume.

From June 17, 2024, to December 31, 2024, hydrogen refueling stations that provided hydrogen refueling services with a selling price not exceeding 30 yuan per kg and a daily refueling capacity of at least 500 kg received an operating subsidy of 20 yuan per kg, up to a maximum of 5 million yuan, based on their cumulative refueling volume. After being selected as part of the national fuel cell vehicle demonstration cluster, hydrogen refueling stations that provided hydrogen refueling services with a selling price not exceeding 25 yuan per kg and a daily refueling capacity of at least 500 kg received an operating subsidy of 20 yuan per kg, up to a maximum of 5 million yuan, based on their cumulative refueling volume.

The introduction of these subsidy policies reflects Chengdu's high level of emphasis on the development of the hydrogen energy industry. These measures will effectively reduce enterprise costs, attract more enterprises to participate in the hydrogen energy sector, promote the rapid development of Chengdu's hydrogen energy industry, and support the city's green and low-carbon transition.
